The organization supported hospitality, visitor assistance, outreach, environmental stewardship, business and stakeholder engagement, safety-support functions, event support, and daily field operations.
Many operational practices already existed, but they were not fully integrated into a single framework connecting expectations, training, supervision, documentation, accountability, and quality assurance.

Service and documentation expectations were not always governed through one integrated operational reference.

Make operational reporting more defensible.
Operational reporting was treated as a management-control issue rather than a clerical requirement. The objective was to increase consistency, reduce ambiguity, and improve the integrity of activity documentation.
Employees should not exceed one hour of active duty without documented activity unless extraordinary circumstances exist.
Employees should only document shared service events when they performed a meaningful operational role, reducing the risk of duplicate reporting while preserving legitimate shared documentation.
